The rules of warfare for non-state actors

Rebels, insurgents or extremists: no matter what they are called, in contemporary conflicts these groups play a critical role alongside traditional state-armed forces. What is the situation regarding compliance with international humanitarian law by these non-state armed actors? Which rules of warfare apply to them? Do they conform to these rules in practice, and if so: why? And how do the International Committee of the Red Cross and Geneva Call respectively work to promote compliance in order to enhance protection of civilians?

The Netherlands Red Cross invited experts for a panel discussion on these important and relevant questions. From different angles, they will share their experience regarding compliance with international humanitarian law by armed groups.
