Des convois transportant des vivres, des fournitures médicales, des couvertures et d'autres biens de première nécessité ont pu accéder à la ville de Madaya, dans le gouvernorat de Damas-Campagne, ainsi qu'à Foua et Kefraya, près d'Idlib. La communauté internationale avait manifesté une inquiétude croissante face aux souffrances endurées par les milliers de personnes se trouvant dans ces zones. « L'opération a commencé et devrait se prolonger pendant quelques jours. C'est une ouverture très positive, mais il ne faut pas en rester à une seule distribution. Pour soulager les souffrances de ces dizaines de milliers de personnes, on doit avoir un accès régulier à ces zones », a expliqué Marianne Gasser, qui dirige la délégation du CICR en Syrie. On estime qu'il y aurait 40 000 personnes environ à Madaya et quelque 20 000 à Foua et Kefraya. L'opération a été négociée par les Nations Unies et a obtenu l'accord des différentes parties sur le terrain. Dans le cadre de cette opération, le CICR se charge plus particulièrement de l'assistance médicale. « Il faut savoir qu'il y a plus de 400 000 personnes qui vivent dans des zones assiégées en Syrie, et leur situation est désespérée. Les organisations humanitaires doivent être autorisées à accéder sans entraves à toutes ces personnes afin de pouvoir leur fournir l'aide dont elles ont besoin, surtout en ce moment, en plein hiver », a également déclaré Marianne Gasser. Food, medical items, blankets and other materials are being delivered by convoy to the towns of Madaya in Rural Damascus, and Foua and Kefraya near the city of Idleb. There has been growing international concern about the suffering of thousands of people in these areas. The ICRC will concentrate on delivering medical assistance. "The operation has started. It is likely to last a few days. This is a very positive development. But it must not be just a one-off distribution. To relieve the suffering of these tens of thousands of people, there has to be regular access to these areas," said the head of the ICRC delegation in Syria, Marianne Gasser. There are believed to be around 40,000 people in Madaya and around 20,000 people in Foua and Kefraya. The operation has been brokered by the UN with the agreement of the different parties on the ground. "We have to remember that there are more than 400,000 people living in besieged areas across Syria. The suffering is intense. Aid agencies must be given safe and unimpeded access to all these people to provide them with the aid they need, especially now in the midst of winter," said Ms Gasser.
