HILAC Lecture: Humanitarian activities in the Middle East

At this HILAC lecture Yves Daccord, Director-General of the International Committee of the Red Cross (ICRC), will discuss the humanitarian challenges in the Middle East. Talking from his own experiences with ICRC in among others Syria, Yemen and Iraq he will address the main challenges in the field, like access to victims, civilians’ access to essential services and how to ensure their right to these services, the dangers humanitarians face in their day-to-day work, warfare in cities, and the impact of protracted armed conflict.

The evening will start with an introduction from Dr. Robert Heinsch (Leiden University) on the legal framework of the ICRC-mandate with a special focus on humanitarian access.

About the Speakers

  • Yves Daccord is the director-general of the International Committee of the Red Cross (ICRC).
  • Dr. Robert Heinsch is an Associate Professor of Public International Law at the Grotius Centre for International Legal Studies of Leiden University.
